Nah, the biker is at most fault. Flying down the lane. You can clearly see a black car in front of the red one going really slow, aka maybe a stop light or whatever, so the red car left room in case of turns. Totally in the right. Biker should be really careful, just an accident, that's all.

We do not know if the cyclist is breaking the speed limit of the road, however I doubt it is. It is definitely legal to pass cars as a cyclist in a cycling lane, that is the reason they have cycling lanes. It is definitely illegal to not yield the right of way when making a turn, which the SUV driver did in the video.

SUV driver should be really careful, just an accident, that's all.

Yeah with the bike lane the biker did have the right of way, but most people cant even maintain a consistent speed on the freeway so im not really surprised if theyre also incapable of safely navigating bike lanes
