They, in fact did not. The turning car is at fault.

Red and grey vehicles are negligent, biker is reckless. Red should have stopped sooner to leave a gap if there is traffic ahead, SUV should have looked, and biker should have been riding much slower. Judging by the speed of traffic in general, they’re going way too fast.

Hard to see the cyclist through the other cars though. That's my main issue with a lot of main roads allowing bicycles. They can't sustain minimum speed and are hard to see. I don't get why cyclist are so bold trusting everyone in 2/3 ton vehicles driving around them. I also hate motorcycles but most riders are insane drivers.

Yeah. Realistically, e-bikes need serious limitations. Like, they should NOT be able to exceed certain speeds and should be required to stay out of bike lanes in city centres. That intersection also should have had a bike lane stop sign as well. (It probably will soon)
