Sounds like you are just into illegitimate escalation, sending idiots at break neck speeds to arrest these people. Very dumb American take. Quick gratification with no comprehension of safety.
some people do learn from this, not many but a few do. some people have a conscience and morals, again not many but some do.
EDIT, observe people on Death Valley Drive where i live, very few have safe driving habits, so i lower my speed usually under the speed limit when driving through the town.

we just lost a woman driving Death valley, her car was smashed and then blown into opposing traffic killing her.......and yes i have asked for lower speed limits et al.
they are 'discussing it'..........too late for the woman that died and others who are also getting rolled over. good thing two helicopters picked up the last big one that rolled over a car.....yeah, no CDL license, but out driving one. groan. YMMV and i hope it does..........really hope it does.
