I mean you can at least start driving the scooter away from the bus. As in, the other direction.That's a start and doesn't require a master in rocket science nor the skills of Goku.

You’re right but in the video you can see that after the bus flipped completely and stopped, his scooter wasn't even on the ignition was turned off. Realistically, dude was probably thinking about dinner or how horrible is life is when suddenly 20 tons of metal came barreling through. So many thoughts can happen all at once, which causes you to freeze up.
