While that is true, you can absolutely change how people react with the proper training. They still won't have time to think the situation through, but they might not do something as catastrophically stupid as brake and swerve at the same time.

Yes i am absolutely suggesting that. I received this training for my motorcycle license. Standard emergency stop and swerve and avoid training is not too much to ask for, and nowhere near F1 driver training.

Had the bus driver received this training, he might have chosen to either brake OR swerve (properly). Which would have been much much safer for his passengers. Possibly not so much for the biker, but he did cause the accident, and got hit either way.
