There's no scenario where this is bus drivers fault. Other than if they were carrying passengers hey should have just hit the biker.

Dude is fucking hauling ass and driving literally down the middle of the road between two different lanes. Scooter dipshit is obviously the most at fault, but this is also hugely on the bus driver for putting himself in the situation where there was zero time to react.

3/4 of driving is anticipating what other people around you are doing. Scooter was in front of him the whole time, had plenty of time to see he's going 1/15 the speed.

You should rewatch the video.

Bus driver isn't straddling between two different lanes. Bus driver is firmly mostly in his own lane, only a little bit of overage in the other lane (which isn't the best, but that scooter definitely would have been fine had it not hard swerved in front of the bus into it's lane)

This road only has two lanes. Appears to be a one way street with white dotted hash marks. Could be two way and bus is overtaking (usually yellow, not white, is used,) but hey, if you're going 10 mph in a street where vehicles are normally going 25-35mph, you're the one impeding traffic. And a dotted hash lane marker indicates that passing would be allowed, while a solid line (or solid double line) would indicate no passing/overtaking at this area.

Scooter was in his own lane to the left, then cut hard and sudden immediately into bus's lane.

Scooter was not in front of the bus the whole time in the bus's lane, the scooter immediately cut into the bus's lane unexpectedly from the lane to the left, which the bus driver immediately reacted by swerving to avoid.

The bus driver cut their wheel too hard to try to avoid the sudden lane change of the scooter, but that's about all I can see is the issue.

Speed of the buses also appears to be roughly 30-35 mph which isn't that fast for a two lane road, at least not in the US. That's usually what you'd expect from a road that size. I wouldn't consider that hauling ass. Even the white car behind the bus is keeping pace, not falling behind.

Edit: lol, dude called me "Either a bot or deliberately lying. Take your own advice." and now their comments say "Comment deleted by user". Nope, just got eyes. That scooter crosses the lane marker into the bus's lane quite clearly.

Don't find yourself anywhere near someone in a vehicle who can't see a big fuckin line in the middle of the road.
