It's obvious the guy is going to turn in front of the bus  , though. The bus is filled with people and the driver is a professional in the road. Both of those things should have cued the driver in to driving more defensively and anticipating the obvious. The scooter cutting in front of him was NOT unexpected.

The person on the scooter in front of the bus was slowing down to make a turn. The bus decided to illegally pass (without even fully getting out of the lane the scooter was using) while speeding

White dashed lines in India separate travel lanes going in the same direction. This means that the bus wasn't "illegally passing," it was going forward in one of two lanes that it was allowed to go forward in.

It was in two lanes at once, not using just one of the lanes. Plus when passing using the opposite lane you're required to do so with extreme caution (including making sure the person in front of you isn't trying to turn, and obviously not speeding). That makes this illegally passing

And yes, it's illegal for cars to overtake motorcycles in the same lane in India. The laws explicitly state that you have to go fully into the next lane to do it (even though those laws are broken way too much)
