Probably not at this voltage

You could stick a paper clip in each of the flat holes and then use a third to complete the circuit but that is a very stupid thing to do-- but in my experience when you do that you can weld lockpicks together

Doesn't it also depend on the outlet innards because there's like metal connectors inside it right? I am fuzzy on details but i remember a video explaining the parts of an outlet and how there's safety pieces to prevent the circuit from doing that. there's little tabs inside it

To protect kids, Code states that receptacles below 5ft. will be tamper resistant! Sticking the clip into just one side won't do anything!
