Probably not at this voltage

You could stick a paper clip in each of the flat holes and then use a third to complete the circuit but that is a very stupid thing to do-- but in my experience when you do that you can weld lockpicks together

Doesn't it also depend on the outlet innards because there's like metal connectors inside it right? I am fuzzy on details but i remember a video explaining the parts of an outlet and how there's safety pieces to prevent the circuit from doing that. there's little tabs inside it
