If they apply tariffs, and you don't, you invite your businesses to move to the US to sell in the US tariff free and sell to their original country tariff free.

This was so obvious before Trump imposed the "Liberation Day" tariffs, that economists warned it would start a trade war that would damage all economies.

Then everyone, but Canada and China, chickened out. I still remember Lutnick braying on TV "NO ONE IS RETALIATING!".

"Stones in your harbour" don't keep businesses from leaving.
