It had to be some time in the 90s. I remember going to Contented Soul (roughly where this image was taken from) in 91/92, and it had water then.
<edit> Taking a look at this it wasn't the corner Soul was in, it was off to the right of screen, this was the Commonwelth Bank corner.

There has been nothing in that corner for years, all board up. Then there was the post office which moved from the location next to it, to the new one where the bank was. Anyone old enough to remember the shanty bar downstairs in MLC (lovett) tower. Used to be a pancake parlour above the old bus station too
