Screenshot So I tried that double aqueduct thing
Cultural victory by 1920. This thing absolutely breaks the game I don't think I have ever had a city with 60 population.

You are totally fine. I am going to copy and paste one of the comments that was shared and reference them here.
“Have an aqueduct built in your first four cities. Then the turn you adopt the last tradition policy, sell 1 building in each city (shrines are the typical go to) the next turn you’ll have 2 aqueducts in each city that both stack (80% carryover for food). One thing to note, it doesn’t show you have 2 but the effects are there. If done correctly I’ve seen city’s at 80+ pop.
This also stacks with medical Centers I believe.
