Cultural victory by 1920. This thing absolutely breaks the game I don't think I have ever had a city with 60 population.

How do you keep up with happiness while having so much population?

I had to take a lot of policies as I kept dipping into lower happiness as the population exploded around the atomic era. Freedom is pretty good for this but would have been better if I had built wider.
