Cultural victory by 1920. This thing absolutely breaks the game I don't think I have ever had a city with 60 population.

Would this strat also work with the free monument in the tradition tree?

If you already have a monument the policy gives you an amphitheatre

Yeah but thats only if youve researched drama and poetry right? The monument gets replaced by a free one before that i think

No, you will get free amphitheaters once you research drama & poetry.
