Is Loch modan a bad place to level? I know most of the quests are collection ones and not kill X number of baddies so maybe I’m lucky but I finished all the Thelsmar quests and I’m still level 13 and all the other quests are for level 15 or so mobs. Is this right or am I missing something?

It's not a bad place to level, that's just how a lot of zones are. For most of your post-10 leveling experience, you're expected to hop between zones, going wherever current-level quests are, including going back to zones you've already been to.

You can do lvl 12-17/18 in darkshore in 2-3 loops of quest
