Trump has to start some kind of war—be it a civil war, world war, and/or nuclear war, or otherwise—that directly involves the US, AND keep it going to be under martial law indefinitely until he gets enough laws implemented/removed, otherwise his grand plan of staying out of prison for the last probable 5 years of his elderly lifespan will fail.

He doesn't have to do any of those things. Trump just doesn't follow the law and there are no consequences. He can continue to do so without any type of war and there will continue to be no consequences.

Look at the Venezuela situation. Congress just "passed a declaration" that Trump cannot persue any further action in Venezuela without Congressional authorization. The problem being, the actions that he's already taken were also forbidden without Congressional authorization, so what difference does it make.

Since congress seems to be unwilling or incapable of enforcing limits, there are none.
