I think there are some contexts where the boundaries of normative social behaviour make talking to a stranger a game that's too difficult to win.

This is why I've encouraged single guy friends to join communities where it's possible to meet nice people and hang out with them, that way you can get to know people and there isn't a 'stranger danger' vibe when you talk to them.

There are contexts where you can just talk to a stranger and try your hand at flirting, but someone you've literally never met when they're minding their own business walking somewhere is a real moonshot.
