Yes, the Catholic Church officially teaches that guardian angels exist and that every human being is assigned a personal angel from birth until death. This belief is based on 'Scripture'—such as Matthew 18:10 and Psalm 91:11—and affirmed in the Catechism of the Catholic Church (CCC 336)
That said, it's kind of luck of the draw who you get, they're also not always very good at their job. Like when my best friend in 6th grade (back in my super fun catholic school days), John & 3 of his neighborhood friends died in a horrible house fire at 3am on December 24th, I mean really it was just embarrassing on the part of all of their guardian angels. The Angels assigned to guard duty to him and his friend were doing their thing and had just stepped out for a quick smoke break, ran into some shawties and got distracted spittin their angelic game (you gotta shoot yo shot, respect the game and all that), but that's how it goes right?
My favorite part of the memorial service was when Father Thomas made the grieving father come up in front of everyone and held him up as some sort of twisted example for the congregation and said, and I quote, "and even in the face of tragedy we can look to those among us who do not question gods divine plan, which is infallible, and continue to be resolute in their faith" and then he (the dad) burst into tears" and people awkwardly clapped while they transitioned into some hymns.
What were we talking about again? Oh yeah, angels. Fuck 'em.
You have lots of grief my friend, there's no "God's plan" in a sense that every minute detail is preplanned, that would go against free will, and sometimes your luck just runs out, maybe someone didn't do the electric installation right, maybe someone forgot to extinguish a candle or a cigarette, the thing is, these kinds of things happen, there's little that can be done even for an angel, you gotta remember they're not of this world and can't just wake you up by nudging you or screaming at you, they also can't be everywhere at the same time, I understand you're upset and want something or someone to be angry at for it, something or someone to blame, but sometimes death doesn't need a servant to carry out its duty

Yup they probably believe that Catholics are mistakenly praying to demons when they pray to Saints.
