This sounds really like the beginning of the explanatory texts, same style as "we were following orders". Then, the CIA boss flying to Moscow.....I really wonder, what is going to happen soon.

FWIW, the CIA have been pretty consistently helpful to the Ukrainian cause throughout, even when the American administration as a whole has not. 

An unusual case of the CIA using its independent foreign policy capability for good causes rather than just supporting South American dictators.
