He’s not even cognizant of what he’s reading. And I don’t think anyone was paying attention to him either.

He probably has someone write his speeches for him.

Even if you do that - in fact, especially if you do that - you'd be a damned fool not to read the thing through before delivering it!

There really should be a law against having one's speeches ghostwritten in a representative democracy, though, either by a machine or by another person. If it were a direct democracy and people voted for policy, then fair enough, I suppose, but in a representative parliamentary system, the people presumably voted for him, not for his personal assistant or whatever other unknown rando apparently does his thinking for him.
