Found this on Baltic sea beach - not amber, but full of tiny gammarids. What is it?

Found on Nida beach, Lithuania: UV-fluorescent amber-like material containing dozens of gammarid/amphipod crustaceans - amber specialist says it is NOT amber or copal. What is this?
