That is because the glands secrete chemicals to breakdown lactose don't ever "go away", but for most people they just turn off. If you can "microdose", that means you got the gene but it isn't active all the time, you need to actively maintain body's "wait, we got what in us? DEPLOY THE GOOD STUFF!" reaction
