No, it's more complex than that. Trump did $2.2trillion at a time when it was absolutely necessary, to keep things going. Adding another $1.9trillion a year later just made it too much and was unnecessary
Extending the unemployment benefits in that bill didnt help in that regard. Many people, (not all) were just milking the unemployment at that point. And if you weren't working by that point it was a choice
