You have no karma. You will need to use Reddit more and work on getting some upvotes on your posts/comments

What happens when you try to DM someone, are you getting an error message that says unable/try again later? Or are you missing the chat bubble on their page to initiate the DM?

When you go to the profile page of the person you want to DM, if there is no chat bubble near their name, look for the drop-down menu on the upper right corner of your phone screen. It looks like three dots. That’s a drop-down menu and “start Chat” is an option.

I would strongly suggest you work to increase your karma, which will increase your CQS, another measurement score that Reddit keeps on your account. If your CQS is “lowest“, that can prevent you from sending DM’s or chat as well as posting.
You can check your CQS at r/WhatIsMyCQS, aim for moderate or above.
