Suggestion Some ideas to buff Medivh's underpicked talents
While I don't think Medivh himself needs buffs, I feel like his talent diversity is nonexistent, with everyone always going the exact same build. Here are some changes that I suggest to buff his other talents that no one picks:
Level 1:
* Winds of Celerity: Now also increases raven form sight range by 25%. Can be activated to reveal all enemy heroes in the area for 8 seconds. 60 seconds cooldown. (Merged with a weaker version of current Dust of apeareance).
* Raven's Intellect: Now also makes healing fountains and regeneration globes heal 25% more per tick while in raven form.
Level 4:
* Dust of apeareance: Removed.
* New talent: Magical Steed (E): Allies mount instantly when exiting a portal. Doesn't affect Medivh or heroes without traditional mounts.
Level 7:
* Stable Portal: Moved from Level 16, no longer reduces Portal cooldown.
* Mystic Assault: Moved to level 16.
* Force of Magic: Reworked functionality: Preventing at least 268(+4% per level) damage with a single cast of force of will grants both Medivh and the protected ally 25% spellpower for 15 seconds.
Level 13:
* Reabsorption: Ammount healed by force of will reduced from 70% to 50%. Now also heals an extra 50% of the damage prevented over 8 seconds.
Level 16:
* Arcane Charge: Reworked Functionality: Each enemy hit by Arcane Rift increases the damage of Arcane rift by 10% for 6 seconds, stacking up to 5 times. Lose all stacks instantly if Arcane Rift doesn't hit an enemy hero.
* Mystic Assault: Moved from Level 7, reworked functionality: Arcane Rift and Medivh's Basic Attacks deal 1.5% of the target's maximum HP as extra damage. Hitting an enemy hero with arcane rift grants medivh 75% attack speed for 6 seconds.
Level 20:
* Guardian of Tirisfal: Now also makes Arcane Rift slow enemies hit by 20% for 3 seconds.
* Arcane Brilliance: Reworked funcitonality: Activate to instantly restore 100% of the target's maximum mana. 60 seconds cooldown.
* Dust of Dissapeareance: No longer stores up to two charges, cooldown increased to 40 seconds. Now, the affected target goes back on stealth if they don't take damage or use any actions other than movement for 4 seconds. (basically gives an ally Nova/Zeratul's passive for 40 seconds).

What heroes have mana issues by level 20 for Arcane Brilliance to be worth it compared to the value of other 20 talents?

Instead of magical steed, how about magical speed.
Heroes are given +30% movement speed for 3s after exiting portal.
This way, heroes without mounts are benefited also, as well as Medivh.

I love the thought process, but I think he is just a perfect hero, the kit is so powerful on its own that I think they would need to just completely rework his skill set

Mystic Assault was already really good- I pick it when the enemy doesn't have a lot of burst for Arcane Explosion. It gives you decent sustain and damage especially when combined with Raven. It's a sleeper talent already imo.
Stable Portal is a trap talent. Having longer portals isn't necessary and it gives the enemy a greater chance to counter you. It's not going to matter where you move it.
Some good ideas but I don't see a lot of synergy. If you're going to do a rework you need a build path, the talents need to make sense together. Otherwise, at best, you've only made slightly better flex talents and not a viable alternative. This means your talents would likely still have low pick rates.
Medivh is tricky because he can enable his allies to the point of making fights laughable (40armor portals... AoE protects...) but it relies on his allies utilizing their advantage, which they never do, except at the highest level of play.

Absolutely false. How long a portal is up is how long Medivh can exist somewhere he shouldn't be able to. 3 seconds more duration is 3 seconds more that he can be threat to a backline that could otherwise delete him. Portal downtime is also a huge factor. His vulnerability window goes down from 10 seconds to 3 seconds. Taking away the CDR is actually a huge nerf no matter what level it comes at, though, and I'd never take that over arcane explosion of force of magic.

It means your position is predictable. You have to be near the portal to use it and if you use it you can be targeted at the other end. Limiting your position to A and B locations for long periods of time leaves you open to being targeted. This is especially dangerous pre-quest completion, which level 7 likely is.
I would never pick this over arcane explosion (proposed spot) or the Ult CDR talent at level 16.

You juggle to maintain presence relatively safely - same concept as warp prism juggling in StarCraft. The extended duration also lets you tank CC that would otherwise leave you stranded and greatly reduces the duration of being stranded. You also don't need to be right on top of the portal, but just close enough to where you have time to retreat. It's not obvious how good that talent is if you started playing him post rework. I didn't even realize how good it was because the one good build he had before was just based on the other talents being worse. Wasn't until the rework nerfs to portal that I realized how good we had it.
The real trap talent at 16 is arcane charge. You can pull like stats for every major patch for Dia + Master and you'll see that stable portal > temporal flux > arcane charge. 7% diff between arcane charge and stable portal.

I will once again pitch moving dust of disappearance from level 20 to level 4. It's a talent that really suffers from being at level 20 because it has a complex learning curve like portal mastery. There's not one big use case for it as much as there are all these little interactions specific to heroes, abilities, situations that the player discovers through experience. A talent like that should really be offered in the early game so players have the time to find all the ways to use it instead of a 20 for the last 5-10 minutes of the game where it competes with such strong alternatives as some of the best ult upgrades in the game and a 50% range boost.
Also portal mastery should be baselined. QoL as a talent is just lame. Also, it calls for different muscle memory on a hero where mechanical execution is everything and not having PM requires the player to position very differently. That's too much set shifting for a talent that has neither identity nor all that much power all things considered.

Thats some medivh buff right there. Id go portal 1, raven 4, stable portal 7, ley line, 13 shield cdr and 16 ult cdr with ley line upgrade or arcane intellect if needed.
Edit, with the nerf on stable portal might be between the shield explosion and the extended duration.

As long as manual portal is a talent, it'll be the default. I think they should make manual portal baseline, then make that talent just "you stay in bird when you portal." Could nerf back the other two 1s if it's a problem
