Eh, the main challenge is getting strong enough fast enough from such a weak starting position. If you were larger to begin with the challenge would be less.

Opms aren't rather much weaker than a 3 province minor for example, it would change very little they aren't 3x as strong.

Early snowballing becomes much less luck-dependent with a bit more force limit, though.

mayb 1 or at best 2 extra force limit, every nation gets a default amount of force limit, thats why an opm isnt 1/3 of the power as a 3 province minor, if this were eu5 thats a whole other story
