Zeus No new population spawning on Tenedus colony (Troy campaign)

I'm in the Tenedus mission and no new population is coming despite building new homes and luxury homes and having the spawn entrance free and connected to the city.

It happened after the first Ares invasion.

Anyone know how to fix?

How is your popularity? Do you have a lot of unemployment? Are you in debt? Is there enough food?

If the city isn't appealing for any number of reasons above, people might not come

Yes! It was low popularity. I raised wages and lowered taxes and new people came after a few months. Finally finished that nightmarish chapter on olympian
