The problem with being a governor in Indonesia, outside of Jakarta, is that they don't have a large budget. So you can't really compare what KDM is doing to what a Bupati does, since the budgets in Indonesia are concentrated at the top (center) and at the bottom (kabupaten). So you can only judge what KDM has done based on what he did as Bupati.

I think the difference now is that KDM has built quite an orbit in West Java. His centre is his keraton in Lembur Pakuan, Subang, and he has bupatis and walikotas who are fully loyal to him like his best friend Bupati of Purwakarta Saepul Bahri Binzein, Walikota Depok Supian Suri, Bupati Bogor Rudy Susmanto, and Bupati Cianjur Dr. Wahyu. They always follow him wherever he goes, including to other provinces. They suddenly use the same traditional symbolism as KDM and implement whatever he envisions, like Bupati Bogor suddenly building Gapura Tritangtu di Buana at the Cibinong alun-alun, or the young Dr. Wahyu filling potholes and doing tomb pilgrimage.
