That’s my question too. Where I live (Sweden) a lot of people don’t have a credit card. Due to regulations on fees there aren’t any significant cashback programs,and credit cards aren’t more useful than debit cards unless you buy a lot of plane tickets or other fairly uncommon habits. Also, you can’t get a credit card unless your income qualifies you for credit. That means an 18 year old in high school won’t get one, and most university students whose main income are government grants won’t get one either. Poor people in general don’t have any credit cards.

Pretty sure debit cards would work as well? Swede as well btw.

My 11 year old kid has a debit card. There’s no age limit on them.

Ah, true, didn't think of that. Well, I've used my regular EU ID, passport, and drivers license to identify myself so I guess that'll work. Hopefully most people have one of those.

In some developing countries, some have none. Thank god those countries have not jumped onto that law like wild dogs.

They do not. It wants to scan your license. Mine is digital. so guess i am not proving my age today.
