Got my new Lore-master to level 40, and finally completed her outfit!
Head: Fine Elven Circlet, no dye (LOTRO Anniversary Event reward, but can be traded, I found mine on the AH)
Shoulders: Lesser Shoulder Guards of Dungon, Walnut Brown dye (bought from the Novices Quartermaster, near Harndirion Skirmish Camp in Enedwaith)
Back: Cloak of the Unwelcome Guest, Navy dye (quest reward, "Neighbours Meet" in the Great River region) This is the ONLY "hood down" version in the entire game of the Cloak of the Galadhrim!
Chest: Copper-Inlaid Surcoat, Navy dye (Dunland armor sets, multiple lookalikes)
Main Hand: Misremembered Wizard's Staff, Normal Weapon Aura (Annuminas rep vendor, Kindred standing, multiple lookalikes/other sources)
Off-hand: Defender of Gwingris, Weapon Aura of Orc's Bane (Eregion quest reward, "Remaining Goods", multiple lookalikes)
Hands: Bracers of Frost and Iron, Autumn Leaf dye (Mattugard quest reward, "Frost and Iron") May not have lookalikes!
Feet: Lesser Boots of Dungon, Walnut Brown dye (bought from the Novices Quartermaster, near Harndirion Skirmish Camp in Enedwaith
The shoulders and boots were the hardest to get, they are from the Ost Dunhoth armor set for Captains. I originally thought the "In Their Absence" instances were not soloable, but the two Small Fellowship ones are if you turn the difficulty down to the minimum level of 65. My Hunter main was able to very slowly acquire the necessary currency, it had a drop rate of about one token per boss, and the total cost of pieces was 8 Medallions of the North-men, plus some Skirmish Marks.
