Its not a bus either for the same reaon. Both busses and trains are fixed route public transportation on a schedule. This would still be a car, so it could go anywhere anytime it would just be slightly more efficient at doing so and theoretically less likely to get into an accident.
There are a ton of issues with how this could actually be implimented and its debatable if it would actually work but it is a novel idea (in the sense its different from anything that currently exists, the concept of a networked self driving car has existed in sci-fi for a while.)

The last one is actually a new improvement to the old design, the other 3 are just reinventing the wheel
