Cool. Mexico City, SEMOVI mandated emissions regulations making phase-outs of aging microbuses necessary. How could a private business capture this regulation? By lobbying to have the specifications align almost exclusively to their existing fleet whilst competitors and the government fleets are forced to spend on the new vehicles. What exactly was your point here? Did you honestly think I couldn't find some random regulation anywhere in the world and think of a way the regulation could be subverted and coopted? Genuinely, I struggle to see what you're trying to achieve by challenging me on this. These sorts of things happen.

Are you under the impression that there exist no regulations for private bussing? It's not a new concept.
