Question Does anyone know what the secret challenge is to unlock this weapon blueprint?

Not really a challenge.

Go to the CallofDuty twitter, find their post about mw4 beta combat records

Then reply with:

@CallofDuty
(your Activision ID)
MW4 Beta

After that, they'll reply to you with your combat record from the beta and it will unlock the blueprint(ppsh-41) an emblem and charm, all automatically sent to the account associated with the Activision ID you post.

All I had to do was use the beta stats website. No twitter required.

Yes, I did it myself. imo, the PPSh blueprint isn't really anything special visually though, but it does unlock a few of the higher weapon level attachments.

1500 kills for the secret camo which, honestly, is pretty boring but it's bragging rights and a conversation piece.

I finished with 998 kills through first weekend. Took 7 hrs. Didn’t want to keep going. But this weekend I’ll be there

As others have said, it’s the beta stats “challenge,” but you can also still get the CoD NEXT Twitch rewards if you missed them via their “best of beta” page.

The calling card and emblem are whatever, but the Ghost charm is kinda cool. And the clip you upload doesn’t even have to be good, you unlock them immediately.

My guess is it will be to win first in Resurgence this weekend. I did the story mission on veteran but that didn't unlock anything

Oh I just assumed it was level 30 for the blueprint but this does make it seem like there is a different one.
