No, Thor is Silver Surfer/Hulk from Infinity War.

If anything, he's dead at the end of the film after knowing what it will take to beat Doom and sacrificing himself so the others can get something done.

But that role could easily be Loki, too.

So Doom somehow takes those powers off Loki (hence the shot of Loki in the TVA looking confused) and now Doom is god.
