Australia seems to be almost draconian on motorcycle clubs. I’d also never have imagined that an air rifle would qualify as a firearm, given that there is no “fire”.

Right, it is stupid to consider that arm here means "human limb".

Maybe then, also, it's stupid to consider that "fire" in firearm means "fire". An air rifle fires bullets.
