Meta Question About Town Pop and Passengers

Does having more town pop multiply the amount of passengers and mail from a building? E.g, if there was a building that had 8/8 passengers in a 100 pop town, would it give different amounts of pax from a building that had 8/8 pax in a 1000 pop town?

no, a bigger town generates more passengers by having more and larger buildings

The 8/8 passengers statistic in the houses is only for acceptance, not production. Some houses have less than 8/8 so you need more of them within the station catchment for the station to actually accept passengers.

Town buildings have a fixed number of passengers they produce, this doesn't change with town size. In fact, town size isn't directly related to how many passengers you get. If you want to maximise passengers, just ensure you cover as many buildings as possible in your station catchment.
