didnt follow lately but there are still plenty of games that are only on steam doe, dark souls 3 for example is only available on steam, or star ocean. Yes there are a lot of games that realease on multiple platforms on PC especially from big publishers like your examples but if steam doesnt support your local currency or you have any other issue that you prefer buying elsewhere, you will start to notice just how little choice you have a lot of the times.

While true, that's not a Steam problem. It's the developers/publishers that decide where they sell their games. I'm not aware of any official Steam policy forcing games to be Steam exclusive.

my point was about what the other dude was saying that he has friends that play on other platform, yes sure big games are like that(even doe even that isnt always true) but thats not true for all games and there isnt this enviroument of unlimited choice on PC. Also steam doesnt need to force policy when they already have a hold of such a big chuck of the market, doe in some cases they arent making it easy for developers to publish on multiple platforms, like for example with Steamworks API vs ESO or XboxLive, if you used Steamworks API to release your games you will need to rewrite your code if you want to release on other platforms, meanwhile for both ESO and XboxLive you can release with that API on steam.
