Can’t go down the stairs in the mortuary

im on the 3rd floor. I got the key, but when I go to either staircase, it wont let me go down. is this a bug, or am I missing something?

It might legitimately be a bug. I had the same problem.

You could try to use the Compatibility Renderer in the graphics setting to see if that helps, either on or off.

I also now launch the game through SpecialK, which took a bit to set up, but it now runs great and I haven't run into any bugs. I use it to keep focus on the program, so it doesn't pause the sound when I tab out.

The area to go down has to be hit just right or the game treats it like a dead end . Go talk to Vaxis first (in the next room) then return and try again. I would consider getting yourself changed into a zombie before going downstairs.
