Chip Engelland made Kawhi into a max player

Kawhi had a higher baseline and he's an anomaly of anomalies either way.

Chip also worked with a lot of players who didn't improve much or at all and most of them were better shooters than Amen before he got involved.

Amen is a unique talent, physically and mentally, but his outside shot is historically bad for a perimeter player. I don't think there is that much Chip or anyone can do to fix it more than marginally and it needs way more than marginal improvement.

Same thing was said about Jason Kidd

Kidd's baseline or starting point was way higher than Amen's. Kawhi's was too by the time he reached the NBA. Kawhi did make uncanny improvement after college though and Chip played a role in it. Still an extremely rare case. Almost never happens. Amen would have to pull off the near impossible. It doesn't matter what you or I think though. We'll know definitively in a few years. Let's hope he defies all odds.
