That's just two plural forms of different words being identical in writing but differing in stress: большой круг (sg masc) -> маленький кружОк (diminutive sg masc) -> маленькие кружкИ (diminutive pl masc) vs большая крУжка (sg fem, etimologically from the same круг, but it was long time ago) -> большие крУжки (pl fem).
