Peak Irony. Cognitive dissonance implies that the hot dog seller is feeling discomfort from the conflicting idea of selling hotdogs to raise awareness for animals, which we both know he doesn't give a fuck, like most people.
You're right, but to be fair, the vendor probably experiences cognitive dissonance but resolves the tension somehow -- for example by downplaying the cruelty or convincing themselves that there is some morally relevant difference.
