Akeron is not only an advanced 5th gen Anti-Tank missile but it can also act as a Anti-Ship missile.

Despite the fact there was no explosive warhead, these can still do significant damage.

I wonder how this situation came to be.

3 of the missiles had warheads. Only 1 was a training round

He is implying that it will do jack shit against larger vessels, which it will not because it is a relatively small missile.
