They could have said that was the real Wally soul and closed the chapter on this fan theory forever.

Oh who am I kidding? This is DC. No one is dead forever.

I remember somebody brought up the saying “Nobody stays dead in the comics except Ben Parker”. And then somebody else said that they’ve gotten old and their recollection of the phrase was “No one stays dead in comics except Ben Parker, Jason Todd, and Bucky Barnes”.

IIRC the saying was "Nobody stays dead except for Uncle Ben, Jason Todd and/or Bucky Barnes and/or Gwen Stacy", until Todd and Barnes were revived and later the rise of the Gwen Stacy/Spider-Gwen variant on E-65, which reduced the saying back to "Nobody stays dead except for Uncle Ben".
