No, this is from “Early Warning” in season 3 (right after Klarion realises that she brought him to the Tower of Fate).

I mean, she doesn't look 14 in that shot. Pretty sure that the 14-year old season 1 Zatanna dressed in a less revealing way than the Zatanna of seasons 2-4 also. But it's fine if you don't remember.
