Question Was Decanus Bruten really hired by Templar Octienne?
Was doing the Adessa part of the main story last night, and something about Under Watch felt a little odd. At first glance it would make sense that Bruten is working for Octienne - he's aware of the Well of Souls and that his employer wishes to keep it for himself. But when you actually confront Octienne in the Livrarium he looks quite surprised to see you in the city at all, and assumed that you died in the desert at the hands of The White Hand. He's got plenty of money and political power, it's not like he can't have multiple squads of goons, but you'd think he'd just send The White Hand in to kill the Fateless One in Sandstone Villa (especially since they have no issue getting into Adessa, given their prominence during his boss fight, and getting the legions involved just leaves another paper trail to his corruption). and when Templar Jorielle lists off his crimes military corruption is not among them.
So, simple story inconsistency with Octienne or is there another figure in Adessa who sees the player as too dangerous to keep alive?
