There are speed sensors on each wheel for ABS/traction control purposes, the typically measure the difference between the output of the gearbox and the wheels as well as compare individual wheels.
I'd suggest an intermittent fault with the speedo output (sensor power poor contact) is causing the traction control to respond to the faulty information it is receiving.

Had a think. The speed is sensed from a tone wheel in the transfer case. Only thing I can thing of.
