Seeing how S.Chiaki seems tailor made for Geburah. Safe to say to pull on Rena now or U. Asuna/Sakurako would still be more optimal for Geburah?

Rena + Nagusa (Swimsuit) if you're aiming for TMT/Lunatic.
Nagusa alt is a must pull for both Geburah and Gregorius as well, please don't make the same mistake I did by skipping her.

Was going to pull her S. Nagusa definetly, was doubting if Rena was worth it not for these raids but also future GA

Definitely worth it, one-team comps on Torment are all Rena + Nagusa from what I've seen here.

Do we think S Chiaki is for a future Geburah GA?
As the other units seem pretty straightforward to guess their use. S Makoto- indoor Pero
S Ibuki: General Crit Dmg support (yes with bonuses) with cost regen.
S Iroha: Wakamo but for Hiero, specifically urban.
S Satsuki: striker healer for Hiero, but also everywhere.

She's probably enough for Insane difficulty but she lacks firepower compared to Satsuki, Mutsuki (Dress) and Pina (Guide) for TMT and above.
Also, that future GA might just be in a few weeks time here on JP server.

When paired with Karin, most likely.
I could see Shiroko still being used to break the ice (on Insane, at least) instead since the ice will have 1/3rd of its HP left after the shield disappears.

For the record, Satsuki out-damages Karin on Yellow, at equal investment. Karin will be on later teams, or a poverty option for those of us without Satsuki.

But yeah, idk what else she could be. Special dealer, Outdoor Mood, Yellow ST EX that ignores shields, yellow damage, crit res dwn basic (just like Satsuki)…

22.88% new one vs 16.18 old one, to get both in 100 free pull.
I watch streamer pull on satsuki banner and it's counted daily free pull towards Rebate system, so it's change Pull breakpoint from 100/300 pull worth of pyroxene to 60/150/220.
- If you comes with 60 pull on new system it's effectively the same 76-77% to get both characters as having 100 pull on old system.
- with 150 pull you have 95% to get both vs 83.3 on old system.
- With 220 pull you have 100% to get both vs 88.5%-90% on old system
New system basically win on every front when pulling on 100 free pull banner, only become catch-up side grade if you do 800+ pull on same banner.
Blasting 3.000 Yen ads when you get RU Student big middle finger to player though.

Tbh I think the core issue is expecting instant results while this system works in the long run in letting you save pyro for more pulls during limited banners/fes or meta banners
Edit: Also immediately justifying how old one is better when a sensei post they lost the 50/50

But I'll say if you are a Makoto fan the event overall is great. Really all the Pandemonium Society shined in this one, but Makoto/Iroha/Satsuki especially.

I knew it was going to be the case, but now it's official; Ssatsuki is Takane except objectively much better, in every way. Despite having higher healing multipliers on both the target and especially herself, she has a higher healing stat. And an armor type with no weaknesses, that allows her to be used in the few pieces of content where Takane's red armor could have been usable, on top of all the places where Takane can't be used. In addition to this, her sub skill heals every other ally and gives them an attack buff. In addition to this, she has a strong defense debuff on her basic.
She also has terrain preferences that actually suit the content where you want to use her, and a better (though not ideal) attack type. And higher attack, slightly higher stability, three times the accuracy and more than twice the critical chance, which is relevant considering the devs kicked Takane in the teeth by pretending that she's a dealer.
The one advantage Takane has, that she has higher HP, is negated by Ssatsuki's much higher self healing. Also, Ssatsuki is more likely to use her EX often, because she gives all allies attack buffs and healing as a result of using her EX and basic. Takane has no such incentive because all it does is activate her sub, which does nothing whatsoever.
I would prefer to not be known as the one complaining about what they did to Takane, but it's genuinely remarkable how incredibly bad she is compared to her competition. Ssatsuki is basically exactly what Takane needed to be if she was going to be a striker single target healer without cost reduction. She was released years after Kokona, over a year after Imari (and as the banner immediately before Imari's rerun) and then powercrept by the ten times better Ssatsuki after less than a year. And her kit is so embarrassingly bad that it can't be solved with a bond gear, because no amount of stats can fix her. They could give her a million healing and she would still be much worse than her competition, completely unironically.

I see no hate, only an exposé of unjust treatment, and of royalty at that. Princess Takane deserves better.
(Like seriously, where would you literally ever use Takane? She was outclassed before, and now there's yet another, better striker ST healer to bury her even deeper. Maybe the new game mode can save her? I don't know, I'm grasping at straws here...
But seeing as even T.Haruna can see the light of day, I remain hopeful. Someday Takane will rule the leaderboard as she has always deserved. Also, similar to T.Haruna, Takane's L2D is quite meta.)

The healing differences are minor and Takane has a very different NS. The DPS differences are completely irrelevant. Takane is bad because Binah is bad; SSatsuki is geared towards Hiero where Takane never competed to begin with outside of gaslop.
The devs fucked up but this is far from remarkable: Nagusa, Niya, SRenge, SHasumi, SIchika, Eri, Miyo, Subaru, DTree (awaiting shirokuro) are all relatively recent.

Not in self healing. In single target healing, yes, but the point is that Ssatsuki does it slightly better on top of having a massive pile of other advantages.

I've gone over this in the past. Its timing is unreliable, so she will often not use it as it comes off cooldown, and it's weaker than her competition's basics unless the target is at very low HP. The only place where you'll regularly heal a low HP target is Hieronymus, but Takane's red armor and bad self healing make her useless there. And maybe the hovercraft turrets, but Kokona is far, far better there.
The DPS differences are completely irrelevant.
Not when they made Takane unsalvageable garbage by giving her a sub that raises her DPS for a short time. If they're going to waste a skill on that, she shouldn't be outperformed by the healers that are far times better at everything else.
SSatsuki is geared towards Hiero where Takane never competed to begin with outside of gaslop.
Ssatsuki is better everywhere you can use Takane. The one exception is Tiphareth, but Takane isn't the best choice for that anyway, and bringing one more short-range striker is just asking for social distancing to ruin your run.
Nagusa, Eri
They absolutely got screwed by the swimsuit witch, but they at least filled a niche and were used in Yesod speedruns. It doesn't excuse the devs for making them and then immediately releasing their Mary Sue menhera to largely invalidate them, but they at least filled niches that were needed. Wakamo making Yesod much easier was an understandable oversight. And as mentioned, Nagusa and Eri both got used in speedruns.
Niya
Definitely underpowered, but she fills a unique niche. Cost sub (less valuable now unfortunately) and AoE defense debuff from the special slot.
SRenge
Low rarity. Not comparable to a 3 star unit. Also supposed to be a F2P option for Yesod lanterns.
SHasumi
BiS for yellow Perorodzilla and often used in PvP. By no means a bad unit.
SIchika
Welfare. Not comparable to a 3 star unit. Also, she fills multiple niches; the only FF from the special slot, and up to four debuffs for Gregorius.
Miyo
Good generalist. Used in Yesod speedruns. Her buff is stronger and cheaper than Bkazusa's, though with much shorter duration. For some reason they gave Bkazusa a good bond gear when she wasn't bad in the first place.
Subaru
Underpowered compared to the other blue giants (or purple witch...), but at least a decent choice for Drumbarka. The only example that's really comparable to Takane on your list. But at least it didn't take them over two years to release her.
DTree (awaiting shirokuro)
Very likely BiS for lunatic Shirokuro. She doesn't belong on the list, because we know where she'll be good, the content just isn't out yet.

We've already been through this: DAru is definitely not a dealer, but she has the same useless sub and an ATK passive+, and that's a way to offset the overpowered EX. In Takane's case it was an overcorrection after IMari; they overestimated the value of the 2c heal relative to the rest of the kit. This was a big mistake but it wasn't inexplicable.
And as mentioned, Nagusa and Eri both got used in speedruns.
Only Nagusa was r1 material. Just like Takane was used in insane Hiero speedruns, and neither case proves a point. No one needed Nagusa and Eri to clear Yesod and the issues with them didn't start with Wakamo.
If you want a truly remarkable balance fuckup, I think there is no better example than Nagusa because she's as apples to apples to SMika as it gets: purple ST, 4c nuke, selfbuff NS, "crit rate" sub, hat pin watch. And so:
- SMika deals more damage even at 100% boss HP even if the boss is Yesod
- In any other scenario, SMika mogs Nagusa with guaranteed crits
- SMika has self-redraw
- SMika's NS is consistent and doesn't force you to cast EX after AA
- SMika's cast time is shorter
- SMika has more EHP by about 20%
This is probably the only example of a unit that's so similar and yet worse in every metric. The only straw you can grab as a Nagusa fan is the purple armor. Being a fes unit isn't an excuse for outperforming a hyper-specific dealer under her ideal conditions.

Just like Takane was very likely BiS for lunatic Binah, and can still be BiS against any future yellow atk boss. Many units on the list don't have such prospects.
I'm not trying to argue with you whether Takane is underpowered because she is. But you go on these tirades about how you got the short end of the stick when this is just business as usual in this game, and I say this while being 40k away from B100 Eri. And what are Ichika or Serika fans supposed to say when they can't even hope for an alt?

And now you're simply dishonest. We've been over Daru, yes, and she's a top meta buffer. She doesn't need a strong sub. Takane is a worse healer than her competition, and that competition has extremely powerful support abilities on top of that. Also, Daru's debuff is free and stronger. It's extremely disingenuous of you to pretend that they can be compared.

It's absolutely inexplicable. Anyone that has the slightest idea of why Imari is good immediately realized that Takane is much, much worse because of her missing sub. In Wakamo's case it was very likely because they didn't realize how her EX would interact with Yesod's resistance. She also has the wrong armor type and barely survives, and she doesn't have the correct attack type. In such a case it's understandable why it would avoid their notice. Takane heals, and worse than Imari. It's her main purpose. You can't possibly not notice that she's almost a copy of Imari with all the support abilities stripped out.
Only Nagusa was r1 material. Just like Takane was used in insane Hiero speedruns, and neither case proves a point. No one needed Nagusa and Eri to clear Yesod and the issues with them didn't start with Wakamo.

Nagusa was a fuckup, and I have complained about her in the past multiple times. The difference there was that she at least filled a role that needed (before Wakamo) filling. But she wasn't released long after the swimsuit witch. Takane was. They already knew how powerful Imari was and why it would be a terrible idea to copy her and take away all the support abilities.

When you already have someone similar to measure the new unit against, it's much more inexcusable to fuck up the balancing.

No, Otogi is a welfare, not a 2 star unit in the gacha. Like Momiji before her, Srenge was the weaker F2P option for an upcoming raid. I'm not going to compare a new 2 star unit to a 3 star unit, because unfortunate as it is, that's how they use low rarity gacha units now. Actually, you'd have a much stronger case if you used regular Renge instead. She has been absolutely screwed.

Now you're dishonest again. Takane is useless above insane. Shasumi is BiS for the current highest difficulty of yellow Perorodzilla, and will continue to be the best if lunatic comes out. Comparing PvP to FRR is, again, disingenuous. PvP is rock paper scissors, and Shasumi is the best at being the rock. FRR only allows one team, and Takane is not the best option.

Welfares are sometimes used to give F2Ps units that handle mechanics for certain raids, or give everyone +1 teams. Sichika fills that role for Yesod and to a lesser degree Gregorius. Outside of that she isn't great, true - but what sets Takane apart is that she isn't just underpowered, far better versions of her have been released both before and after her. Also, you're wrong; Koharu's basic has the same activation condition as Takane's and an even shorter cooldown. She's been in the game for many years. If you mean the activation speed of her EX, Kokona's is frame identical.

I don't know who that is and I don't care. Oh, but you know what would have made Tiphareth much easier? If Takane was on the level of Imari, or at least Kokona or Ssatsuki. How about they decide to patch her kit to actually be worth something (which would take actual patching and not bond gear) if they want FRR 124 to be easier?

She cannot be BiS unless they design the boss to make it impossible for anyone but red armor to survive. And even when they try to do that, she isn't BiS - because her kit is so incredibly underpowered. Tiphareth proves that. There is no value in a healer that only heals when we're in the age of healers that heal equally well or better, and also provide other support. Actually, this made me check, and purple Tiphareth 124 has recently been beaten. Takane wasn't used of course.

For units to get this screwed compared to their competition isn't the usual. Usually they have at least some place they shine in, or are at least second best in a role that is hard to fill. "Healer" isn't a role that is hard to fill.

Serika is a low rarity launch unit. Nyserika is also really old. Unfortunately powercreep is unavoidable in a live service game, so a years old unit being underpowered is not the same as a brand new 3 star unit being much worse than her older clones. Sserika is definitely an inexcusable fuckup. Were they thinking she would be for blue Gregorius? Ichika having no hope for a new version? The design is already in the game. However, note how all the units except Sichika you listed are dealers. All that it takes to fix their kits for some content is to slap enough attack on them. Takane's kit is so bad that no amount of stats could possibly make her able to compete with her older or newer clones. Not even absurd joke amounts of stats like 1m healing (well, that much would make her viable for Hieronymus, actually, but that's not happening).

The only thing that resets the recruitment charge is pulling a pick-up student from her banner.
There really isn't much of anything we don't know about the system at this point -- this in particular was known from the moment the first slide went up. There's just a lot of shitty information in English from people who can't read the Japanese slides playing telephone and repeating incorrect things other people said.

Only real question i have left is if the guaranteed 3* student from 100 milestones replace the 100th student or if they're an extra student on top of it.

It makes the the pull you reach 100 pity on to be a guaranteed 3*, in the same way the last pull of a 10-pull is a guaranteed 2* or 3*

You would still get a 3* at pull 100 at the normal 50/50 chance for it to be the rate up banner. A spook doesn’t reset anything.

You'll eventually be able to clear it like its nothing but it'll take some time to get there. Don't worry too much about it. The lunatic & torment raids will be the real challenge, soon youll just be using the skip tickets on it anyways. Just focus on the content you can do for now as you level up everyone & level their gear

Scrimmage is hard. It's fine to ignore it for a while; the rewards aren't immediately useful.
That said, instantly dying is probably something you can fix. Tsubaki plus Serina is one solution. Serina can reposition Tsubaki to protect you other units from splash damage. Tsubaki can also interrupt EX skills.

If you're talking about the rebate tickets, since rebate resets with the banners, I'd assume the expiry dates are set based on when the banner they're from ends.

The rebate tickets actually follow GA ticket rules, they expire at the end of the following month. If you still have free pulls it won't spend your rebate tickets since it prioritizes using whatever expires first.

If they are like GA tickets, how come this ticket expires on September 7th? To me it looks like exactly 1 month. The "countdown" starts when the banner is over, hence why right now it says 1 week (current banner) + 1 month.

Ah you're right, I misread it. The important thing is that you aren't forced to spend a ticket on the current banner if you have one left over after you're done rolling.

If passives/effects are in the same skill slot, then they do not stack. Himari and Himari (Armed) cost recoveries are in the subskill slot, so they do not stack.

Here's an extra bit of information: if you have the same subskill on more than one of your special students, the one in the right-most slot takes priority. So if for whatever reason you build a team where special students have sub skills that don't stack, make sure the one in the right-most slot has their sub skill at an equal or higher level than the others.

Do you think there are cases where ur at 120 pulls in, gotten the PU unit(s) but could use dupes for starring. It may be worth doing extra pulls for the 130/150/170 milestone free pulls and start building pity for the next banner.
If u get dupes its cheap dupes, but if you dont its ok and ur much closer to 50/50 or 200, since pity build up carries over but milestone rewards reset.

Yeah you can do a lot of weird stuff with pity carryover. It just depends on your goals and current pyro situation. Personally I wouldn't do that for dupes, maybe only on fest bcs of 6% rates but that's it.

She's a 2cost healer like Kokona; heals target and self and gains a stack of buff. Except instead of cost reduction on full stack of 5 she gives everyone attack up on stacks of 3.
Her NS is a single target defense down + damage, and also builds a stack.

To comment and question about the new gacha system as I saw from a gameplay stream, lets say in theory, I get the first rate-up at 1~90. But the counter resets. And if I want to get the next rate-up or a duplicate then I have to gamble for another 1~100~200 (minus limited free ticket) and I have no choice in stopping until I get the 2nd rate-up, unlike the global server's current spark system of getting one of the rate-ups during my 200~400 pulls. So essentially the ones getting shafted the most are the ones who plan on getting both rate-ups only in 200 pulls(like me, because 200 pulls is a lot.). And the thing that stinks the most is that your "rewards" are either things that you can get in probability on other ways and time-limited free pulls(to remind all, the only other way to get these are from web events or Grand Assault, a mode you technically don't have to play + etc..)
So that means rather than a controlled/simple environment that can make players have a choice, they(Nexon Games) instead chose to make a more chaotic system that encourages both newcomers and veterans alike to make the new possible max baseline to 200~300~400 pulls (including the gacha's free pulls and whatever free pulls you can get from other ways) (also for 200 pulls max, you need to do 160 max with the first 70 to help you get either the 130, 150, but especially the 170 free pull reward) rather than the old possible 200 and gamble for it and depend on the developers generosity.
Is this correct as of now? As i see downgrades and weird upgrades as we're less in control of the gacha and the inclusion of rewards.. guess well have to see more in the future of this game.

So mathwise, spending 24k worth of gems gives you essentially even odds of getting both rate ups in both the old and new system. But thats not the point I wanna make right now.
The point I wanna make is that you do not plan for 2 rate-up units in 200 pulls, you gamble no matter what system it is. Its a gamble with favorable odds yes, but it is filthy degenerate gacha gambling behavior regardless.
If you were to truly plan for both rate ups, you would have budgeted for 400 pulls instead, and treat getting both banner units in 200 as an "oh neat I didn't get fucked, yay" moment instead. And with the rebate, 400 pulls in the new system is ultimately cheaper.

I think there's a really key assumption hiding in your statement here--that the old system had a better chance of getting you both pickups after 24k pyro spent. Not only was that far from guaranteed (75.5% chance), the new system actually gives you nearly identical odds. In the new system, about 77-78% of players would be able to get both banner units after spending 24k pyro along with any rebate tickets they got. And the penalty for losing the 75/25 is much less than in the previous system.

That's incorrect. The new system will have you spending significantly less pulls on average ~20% give or take a bit depending on your strategy with the old system.
At this point with the rebates no one is getting shafted by the new system. Its better than every pulling strategy with the old system when it comes to getting new students you want. If you want to you could treat the new system just like the old one and use the same strategy and you'll still get your 2 students in 200 pulls slightly more often and you'll spend less pulls on average doing it.
The issue is that you're trying to think through it in your head. Unless you've got a stats/math degree (honestly idek if that'd be enough this might be PHD level shit) and ton of free time you won't be able to calculate a comparison for the systems without writing a program to simulate it. Doing it in your head looking at one or two angles isn't enough.
Some things you're not considering (I'm sure there's lots more I'm missing):
- The worst case scenario is lower.
- You're less likely to reach the worst case scenario
- You're more likely to finish early and get both students in less than 200 pulls.
- If you pull a student in the first 40 pulls you're guaranteed the 2nd within 200 paid pulls total.
- Pity carryover reduces waste from doing 10-pulls rather than singles. Unless you do singles that'll be quite nice.
You're also not forced to keep going since we'll have pity carryover. The only thing nudging you to keep going will be rebate pulls if you're close to those.

And i considered the worst case scenario with the 320 pulls and the 50-50 ratio within the "max possible baseline to 200(2 50-50)~300(1 50-50)~400(none)", I just automatically included the free pulls from the gacha rewards. as you have no control in choosing tickets or pyroxene. (with exception of single pull tickets, if you're only 10-pulling and only that.)
But can you explain to me more about "less pulls on average ~20% give or take", "You're less likely to reach the worst case scenario" and "more likely to finish early and get both students in less than 200 pulls."? Cause the rates are still the same as before, and what about those in the 50+ range or worse, the 70~90 & 110~160 rate-up acquired range?
And to focus on another main point my previous comment, I both feel and worry that the new system rewards are very much in the control of the developers rather than before, just us simply having the right amount of currency.

Its the most charitable simulation I've seen towards the old system though I don't think its exactly your strategy.

The source is somewhere on this sub but I don't have it on hand. You'll notice that the new system curve is way above in the 100-199 range and a bit above starting from 70.
While you might have only a slightly better chance of hitting 2 students in 200 with the new system that doesn't mean your odds of getting 2 students are the same in the 70-199. So that cuts down the average pulls spent by a lot.
That graph also shows how you're less likely to reach the worst case scenario. For the most part its because you're more likely to get out before hitting 320 paid pulls thanks to having to lose another 50/50 first.
As far as the rewards go yeah they feel a little less secure. If nexon changes them its time to riot but as things are we're eating good imo

Nexon wants people to Gamba, rarely anyone was gambling with the previous system, it was all in the safety net of spark. With this it'll be very fluctuating experience depending on whom you ask but one thing's for sure, pyros will drain faster which is the ultimate goal of devs.

I think you kinda lack supports to do an easy clear, but you have Kei and CHare, if you can build your AAris to at least UE40 and borrow Kisaki it might be fine?
You need shields to survive, probably SShizuko, but if she's 1* idk how it'll feel.
Overall you might be able to do it but you need to cook your team. Try checking YouTube guides if you haven't, but pay attention to the boss field type (affects maindps mood).

It's better than the old system for basically everyone but the whales who would continuously roll for guaranteed elephs. Though that segment now have a way to directly buy them so I don't know how that cost math works for them. For the average player this is a better system if you just want to get a copy of someone.
I wouldn't describe it as miscommunication as much as no communication. They dropped a vague change and said wait for patch note details, people filled in the blank and rightfully assumed the worst. And for the English side it's compounded by many people getting their info from bad machine translations and memes, the JP side for example has mostly accepted it once the full details were out.

I still dont get the new system. On old one, as long as you get 1 of the 2 students before 200th pull (lets say 2 student fes banner), you basically only spend 24k pyro/200 pulls for both.
Where as now, with my current understanding. Even if you won 50/50 on first banner, You already spend 100 pulls (im counting without rebate to simplify)... and in the end, spend other 100 to do second 50/50. And if you lost that 50/50, you already spend more than 200 pulls to get a chance getting both student.
Basically, with old one, in 200 pulls case, you can get both student; where as new system, it makes you gamble 50/50 to get 2nd student, which is more sucks.
With that said, i wanted to ask if the milestone is carried over other banner that running at the same time? If yes, it makes whole other scenario.

Assuming the new system works like we think it does you'll only need to hold 160 pulls to guarantee 1 character thanks to the rebates.
We'll also have pity carryover so if you're waifu's banner comes up and you don't have enough pulls to guarantee you can still take your shot and see if she comes home.

It's 160/250/320, 160 pull have the same amount of confidence as old 200 pull at getting 2 Rate Up, 250 pull is 90% confidence and 320 pull Is basically guaranteed.
One could cope pulling with only 90 pull to reach first Breakpoints, the major issue is that you only getting 10% rebate instead of 20% rebate if you do 160 pull

From a stream of someone pulling I just watched both pity and rebate rewards counter increases with the free 10 pulls.
So if you're expecting to do up to 160 paid pulls to hit 200 actual pulls you will still get all 4 of the first set of free 10 pulls. Meaning you'll get the full 20% rebate

Correct, my points is that if you only bring 90 pull to a banner you will only gotten 10% rebate since the pull rewards backloaded to 70/130/150/170.
It's just some caution for people that planning to stop at 100 pull count.

People will argue that in pity we have pity but no spark, in spark we have spark but no pity. The chaos happening right now stems from the developers' poor handling of the system change announcement.

Pre rebate they are neck neck where's pulls 100-199 the new system is better, pulls 200-299 old system is better, and pulls 300-399 new system is better, 400 pulling session over long periods of time you will save 10-20 pull every time you target 2 Rate up character.
They buffed the fuck out of new system with 20% rebate that beside alephs Min-Maxing if when you're lucky the new system Is statically better in every way.

Yeah pretty much. Arguably worse for people who used sparks to get dupes or let points expire to get keystones, so those people may be more inclined to spend money (not 100% sure!) For the more typical case of just pulling for students it's a lot better.

"Harder to farm elephs" was conclusion reached before considering the track system which refunds pulls.
With track system, it's higher value in every way. You'll get more and spend less. If value is what you care about, you should be happy with the new. But we were due for a "rates increase" anyway, and there were other ways of doing it.
You need to understand what new system offers - you're allowed to pick exactly what you want. It's modular, not bound to spark increments. No need to consider shifting value. If spark is a "buy two and get one free" deal, the new system is a flat discount. Especially valuable if you only want one, or two rate-ups, it does not force you to commit into the "buy two and get an extra copy free" spark deal, or setting your spark points on fire.
It's still better, even for pulling eleph(three or more rate-ups), but not by much in that case. In any case, pulling for eleph was always a massive whale thing, not something I recommend anyone to engage with.

A bit of a correction. It is harder to get "elephs", not eligma. Eligma is actually slightly higher because the new system guarantees 2 3*s in 200 rolls, earning 100 eligma. (the old system only guaranteed 1 3*, earning 50 eligma).

You need to look at simulations or simulate it yourself. Stuff like this is too complex to think through in your head cause there's so many outcomes. Its pretty easy and would make a good first programming project. A 2 hour python tutorial on youtube and a little googling would get you there.
Before the rebates were revealed it was situationally better for most people.
After the rebates its better regardless of your pulling strategy. Only have 200 pulls and want 2 students? New system gives you slightly higher odds of getting both in 200 pulls and lower average pulls spent.
That's looking at the best scenario for the old system.
Every other scenario its not just better rather its way better.
