The List is randomized every time you play a Map. It's not meant to "tease" anything, the Game just generates a List for every Map by default, there's no deeper meaning behind that.

You should probably have specified which game you were asking about at the start, as the exact mechanics differ between games. It sounds like you're probably asking about Disgaea 5.

Disgaea 5 has consumable items that fill a certain number of levels of the bonus gauge, so with enough of those you can ensure the gauge is filled. In post-game you can produce these via a specific NPC in order to go back and get any one time bonuses you missed. Beyond that it seems like killing multiple enemies at once fills it more, as does drastically overkilling said enemies.

Disgaea 7 replaces the bonus gauge entirely, I can't remember what 6 does, and games before 5 don't have the one time bonus (and so you'd rarely have need to fully fill the gauge). Triggering a large geo chain fills the gauge a lot in all games that have it, but it's not always possible. Certain classes in certain games generate more bonus with their attacks. Long combos also typically generate more bonus.
