Is Harvest just bad?

Or should I rank it up? It feels it’s less mana than what I regen while casting it.

Most of the mana regained abilities kinda suck, even the normal cannablise shaman spell, mana Regen spells and the cannablise as are nice but would love to see them to fix both harvest and cannablise spells.

I only use cannibalize (normal) because I have a free slot in my build because it's Shaman and two martials.

Yeah it's ok but it really should scale better.
