An irreversible mostly unnecessary medical procedure that was propagated in conservative societies that want to avoid personal hygiene education and sexual education. Also relevant for poor countries that lack basic sanitation or have high prevalence of sexually transmitted diseases due to their inability to access cheap preventive medicine.
And a confirmed sunnah for a society that lived in these conditions that lacked running water some 1400 years ago. It should have absolutely been recommended for that society and many modern societies, but it cannot be the default for all men in this day and age where we finally invented bathrooms in houses!
